If I used a slow-drying finish like Tried & True Varnish Oil (which has no drying agents) as a base coat, is it safe to apply a faster-drying top coat over it?

Yes, it is fine to apply a faster-drying top coat over a slow-drying base coat, as long as the previous coats are completely dry first.
