Why are some export or trade grade fowler buttplates thicker at the toe?

Trade gun or export grade buttplates are often noticeably thicker at the toe, which may have been done intentionally for extra durability, or could be a byproduct of the same process of filing the buttplate flush with the wood, which naturally leaves more material at the bottom.
