Is sandpaper historically accurate for building a flintlock rifle?

Sandpaper did exist during the colonial period, though Jim isn't sure exactly how far back it goes or how readily available it was, and it wasn't the same quality as sandpaper made today. Some very finely finished original rifles, such as those attributed to gunsmiths like John Armstrong, were likely sanded rather than scraped.
