Why is it normal for a new ram rod to need fitting to the stock?

Ram rods are designed slightly oversized on purpose and need to be fit to each gun. The diameter can be reduced with a file, a card scraper, or sandpaper wrapped around the rod, and rods will typically taper down slightly near where they enter the stock for easier insertion and removal, matching how original rifles were made.
