Why does the wood sometimes sit a little above the metal parts on a Colonial kit before finishing?

It is normal for a small amount of wood to sit slightly above metal parts like the tang, buttplate, or entry pipe before finishing. The amount varies a little from kit to kit. This wood needs to be filed or sanded flush with the metal so nothing protrudes.
