Why do the under lugs sometimes need to be trimmed down after they are installed on the barrel?

The under lugs are made to a uniform height to reduce the number of different parts, but some locations on the stock need a shorter lug than others. Once the barrel is placed in the stock, you check which lugs extend too far into the ramrod hole and trim those down until they sit flush.
