Why are the under lug pin holes sometimes slotted rather than round?

Slotting the pin holes in the under lugs allows for expansion, contraction, and movement of the wood and barrel with temperature changes. Lugs farther out toward the muzzle see more movement, so they benefit most from slotting, though it can be done on all of them.
