What is relief carving and how does it differ from just outlining a design?

In relief carving, the design stands above the background rather than being cut as a groove. After the design is stabbed in (outlined) around its perimeter, the background around it is carefully lowered and smoothed so the carving stands proud of the surrounding wood.
