Does the stock need to be prepped before applying iron nitrate?

Yes. The stock should be sanded to 220 grit, then wet with a damp rag and allowed to dry, which raises the grain by lifting compressed wood fibers. That raised grain is then sanded off, and repeating this once or twice results in a smoother finished stock.
